1938 AAA Midget Car rules Set the wayback machine?

I purchased a nice copy of Ray F. Kuns' Automobile Racing annual from 1941 off E-Bay and was excited to see the complete 1938 AAA midget car rules -all 1.5 pages- were included.

No, I would not be happy with 4 inch wheels. I would be happy to go back to the 6 inch wide 12 inch wheel, though. With the 4.5, 5.0, 5.5 and 6.0 wheel widths and the 4.50, 5.00 and 5.50 tires, we could get almost any needed stagger. Small tires do not require much horsepower. Less horsepower reduces costs. I realize I am a Luddite, but I still think the best rule ever was the late Dick Tobias rule at Penn National many years ago. "If it is expensive and it makes you go fast, it will be illegal next week."
