Thanks to all for your guesses.The answer is Richard Powell who was 1974 Rookie of The Year and also won his first USAC Midget main that year. My information comes from the November 1974 USAC Magazine. Jim
Midget racing is big time entertainment.

If memory serves me correctly, the most amazing part is that Richard lived in Oklahoma and ended up driving over 100,000 "tow miles" that year working toward the ROTY honors, which was unique at that time.
